नवनियुक्त मुख्य सचिव सुखबीर सिंह संधू ने मंगलवार को सचिवालय में उत्तराखण्ड के नए मुख्य सचिव के रूप में अपना पदभार ग्रहण किया। मुख्य सचिव श्री संधू ने निवर्तमान मुख्य सचिव श्री ओमप्रकाश से कार्यभार ग्रहण किया। कार्यभार ग्रहण करने के बाद मुख्य सचिव श्री संधू ने शासन के उच्चाधिकारियों सहित अपर सचिव स्तर तक के अधिकारियों के साथ बैठक की।
मुख्य सचिव एस.एस. संधू ने कहा कि जनकल्याणकारी योजनाओं को धरातल पर उतारा जा सके और उन योजनाओं का लाभ अधिक से अधिक लोग ले सकें, हमें इसके प्रयास करने होंगे। उन्होंने कहा कि प्रत्येक योजना एक बहुत अच्छे उद्देश्य के साथ शुरू की जाती है, परन्तु योजना के पूर्ण होने के बाद उसका आउटकम क्या रहा, इस पर ध्यान नहीं दिया जाता। उन्होंने कहा कि किसी योजना के पूर्ण होने से उस योजना के उद्देश्यों को प्राप्त किया जा सका या नहीं इस पर विशेष ध्यान दिया जाना चाहिए।
मुख्य सचिव ने कहा कि योजनाओं का लाभ समय से जन सामान्य को मिल सके इसके लिए फाईलिंग सिस्टम को छोटा किया जाना चाहिए। उन्होंने कहा कि किसी भी फाईल को कम से कम स्तरों में जाना पड़े इसके प्रयास किए जाएं। हमारे पास सभी स्तरों पर बुद्धिमान, मेहनती एवं समझदार लोग उपलब्ध हैं। उन पर विश्वास करने की आवश्यकता है। उन्होंने कहा कि अधीनस्थों को अपने स्तर पर फाईलों के निस्तारण के लिए जिम्मेदारी दी जानी चाहिए ताकि फाईलों के निस्तारण में में तेजी लायी जा सके। अनुभाग अधिकारी स्तर तक लगातार बैठकें आयोजित की जानी चाहिए ताकि योजनाओं का लाभ अधिक से अधिक लोगों तक पहुंच सके।
मुख्य सचिव ने कहा कि कोविड के कारण रोजगार सबसे अधिक प्रभावित हुआ है। राज्य सरकार के प्रयास रहेंगे कि अधिक से अधिक रोजगार उत्पन्न किया जाए। कोविड के प्रकोप पर राज्य में स्थिति में सुधार हुआ है। इसे बनाए रखने के लिए हम सभी के द्वारा लगातार सावधानियां बरते जाने की आवश्यकता है।
