मुख्यमंत्री पुष्कर सिंह धामी जनपद अल्मोड़ा के विधानसभा क्षेत्र सल्ट के देघाट पंहुचे जहां पर उन्होने विधानसभा क्षेत्र सल्ट की 63.33 करोड़ रू0 की विकास योजनाओं का शिलान्यास व लोकापर्ण किया जिनमें 1732.25 लाख रू0 की योजनाओं का शिलान्यास व 4601.67 लाख रू0 की योजनाओं का लोकापर्ण शामिल है। जिन विकास योजनाओं का शिलान्यास किया गया उनमंे मुख्यमंत्री घोषणा के अन्तर्गत विधानसभा क्षेत्र सल्ट में कैहडगॉव़ जगोई शिवमंदिर होते हुए कृषि विज्ञान केन्द्र तक मोटर मार्ग का निर्माण लागत 1129.73 लाख रू0, वित्तीय वर्ष 2021-22 में राज्य योजना के अन्तर्गत विधानसभा क्षेत्र सल्ट के सुमनलता भदौला मोटर मार्ग से सेरा कालोनी-भनेरिया तक मोटर मार्ग का नव निर्माण लागत 107.95 लाख रू0, वित्तीय वर्ष 2021-22 में मुख्यमंत्री की घोषणा के अन्तर्गत विधानसभा क्षेत्र सल्ट के शशिखाल से शहीद स्मारक मोटर मार्ग के रिवाखाल से किचार तक मोटर मार्ग का नव निर्माण लागत 63.77 लाख रू0, रा0इ0का0 भौनखाल में भौतिक विज्ञान प्रयोगशाला, रसायन विज्ञान प्रयोगशाला व जीव विज्ञान प्रयोगशाला का निर्माण कार्य लागत 45.64 लाख रू0, रा0इ0का0 नैकणापैसिया में 02 कक्षा-कक्ष, कला एवं शिल्प कक्ष, कम्प्यूटर कक्ष का निर्माण लागत 72.54 लाख रू0, रा0इ0का0 क्वैराला में प्रयोगशाला कक्ष, कला एवं शिक्ष कक्ष, भौतिक विज्ञान प्रयोगशाला, रसायन विज्ञान प्रयोगशाला का निर्माण कार्य लागत 76.46 लाख रू0, रा0इ0का0 सराईखेत में कला एवं शिल्प कक्ष का निर्माण कार्य लागत 18.06 लाख रू0, रा0इ0का0 स्याल्दे में प्रयोगशाला कक्ष, कला एवं शिल्प कक्ष, पुस्तकालय कक्ष, रसायन विज्ञान प्रयोगशाला व जीव विज्ञान प्रयोगशाला का निर्माण कार्य लागत 119.12 लाख रू0, विकासखण्ड सल्ट खुमाड़ के विकासखण्ड कार्यालय एवं आवासीय भवनों का सुदृढ़ीकरण कार्य लागत 98.98 लाख रू0 शामिल है।
इस अवसर पर मुख्यमंत्री द्वारा जिन योजनाओं का लोकापर्ण किया गया उनमें राज्य योजनान्तर्गत विधानसभा क्षेत्र सल्ट के अन्तर्गत स्याल्दे देघाट में स्थित गोलना को तामूढौन-देघाट-खल्डुवा मोटर मार्ग तथा देघाट गनाई मोटर मार्ग से जौरासी मोटर मार्ग हेतु सेतु का निर्माण लागत 515.53 लाख रू0, मा0 मुख्यमंत्री की घोषणा के अन्तर्गत जनपद अल्मोड़ा के विधानसभा क्षेत्र सल्ट में पत्थरखोला महरगॉव मोटर मार्ग का नव निर्माण लागत 604.18 लाख रू0, विधानसभा क्षेत्र भिकियासैंण के अन्तर्गत देघाट-जौरासीं मोटर मार्ग का निर्माण लागत 579.69 लाख रू0, नाबार्ड योजनान्तर्गत विकासखण्ड सल्ट की शक्तिपीठ ग्राम समूह पेयजल योजना लागत 1322.63 लाख रू0, नाबार्ड योजनान्तर्गत विकासखण्ड सल्ट की बुंगीधार खाल्यों ग्राम समूह पेयजल योजना लागत 274.22 लाख रू0, नाबार्ड योजनान्तर्गत विकासखण्ड सल्ट की रतखाल सीमा रिस्टाना ग्राम समूह पेयजल योजना लागत 1219.2 लाख रू0, 100 एलपीएम ऑक्सीजन प्लान्ट की स्थापना लागत 56.8 लाख रू0, सल्ट के मुख्य बाजार में हाईटैक शौचालय का निर्माण लागत 29.42 लाख रू0 शामिल है।
देघाट में आयोजित विशाल जनसभा को सम्बोधित करते हुये मुख्यमंत्री ने अनेक घोषणायें की जिनमें देवी मंदिर देघाट का सौन्दर्यकरण करने, जाख से भगेतिया तक सम्पर्क मार्ग का निर्माण किया जायेगा, आर्य इण्टर कालेज देघाट के खेल के मैदान की चाहार दीवारी का निमार्ण व गेट का निर्माण, मानिला मुख्य मार्ग से बजों मोटर मार्ग का सुधारीकरण व डामरीकरण किया जायेगा, जगतुकखाल-नकतुरा बंुगीधार मोटर मार्ग सुधारीकरण किया जायेगा, ग्राम सभा जाख से भगेतिया मे स्वर्गा आश्रम का सौन्दर्यकरण किया जायेगा, राजकीय सा0 स्वास्थ्य केन्द्र देघाट व देवायल में होम्योपैथी डिस्पेंसरी का निर्माण किया जायेगा, ताबाडोन कैहड़गांव, परथौला सिंचाई लिफ्ट योजना का निमार्ण किया जायेगा, गुजरूकोट हरूहीत मंदिर का सौन्दर्यकरण किया जायेगा व स्याल्दे बाजार में कार पार्किंग का निमार्ण शामिल है।
मुख्यमंत्री ने विशाल जनसभा को सम्बोधित करते हुये उन्होंने कहा कि प्रधानमंत्री नरेन्द्र मोदी के नेतृत्व में केन्द्र व राज्य सरकार विकास की ओर लगातार अग्रसर है। उनके नेतृत्व में प्रदेश 2025 तक देश का सर्वश्रेष्ठ राज्य बनने की ओर अग्रसर है। उन्हांेने कहा कि सरकार द्वारा हर वर्ग के लोगों के हितों को ध्यान मंे रखकर विकास कार्य किया जा रहा है। सरकार द्वारा स्वास्थ्य के क्षेत्र मंे आयुष्मान योजना के अन्तर्गत 44 लाख लोगों के कार्ड व 3 लाख 40 हजार से अधिक मरीज उपचार करा चुके है। सरकार द्वारा आशा, आंगनबाड़ी व पंचायत प्रतिनिधियों का मानदेय बढाने का कार्य किया है। देश में खेल व खिलाड़ियों को प्रोत्साहित करने के लिये खेल नीति 2021 लागू की है। प्रदेश में कोविड से प्रभावित हर वर्ग को आर्थिक सहायता दी गयी है। सरकार द्वारा 24 हजार पदों को भरा जाना है जिसमें 10 हजार पदों पर विज्ञापन निकल चुके है और प्रक्रिया गतिमान है।
मुख्यमंत्री ने कहा कि हमारी सरकार मजबूत इच्छा शक्ति वाली सरकार है हमने शहीद राज्य आन्दोलनकारियों के सपनों को पूरा करने के लिये जरूरी निर्णय लिये। इस दौरान उन्होंने प्रदेेश सरकार द्वारा लिये गये अनेक फैसले व विभिन्न योजनाआंे की जानकारी दी। इस दौरान मा0 मुख्यमंत्री ने विभिन्न योजनाआंे के आर्थिक सहायता के चैक वितरित किये जिनमें वात्स्लय योजना के 03 चैक, विभिन्न महिला व युवक मंगल दल के 07 लाभार्थियों के चैक, 05 महालक्ष्मी किट व 06 स्वयं सहायता समूहों को शून्य प्रतिशत ब्याज पर आधारित चैकों का वितरण किया।
कार्यक्रम में सांसद अजय टम्टा ने कहा कि सल्ट क्षेत्र शहीदों की भूमि रही है। शहीदों के सपनों को साकार करने के लिये केन्द्र व राज्य सरकार द्वारा संचालित योजनाओं को जन-जन तक पहुॅचाने कार्य करना होगा। उन्होंने कहा कि देश के विकास के निर्माण में उत्तराखण्ड की महत्वपूर्ण भूमिका हैै। स्थानीय विधायक महेश जीना ने उपस्थित जन समूह के समक्ष मा0 मुख्यमंत्री का आभार व्यक्त करते हुये कहा कि क्षेत्र के विकास के लिये कोई कोर कसर नहीं छोड़ी जायेगी। उन्हांेने कहा कि स्व0 सुरेन्द्र सिंह जीना के अधूरे विकास कार्यों को पूरा करने व क्षेत्रीय जनता को सरकार की योजनाआंे का लाभ दिलाना उनकी प्राथमिकता में है। इस दौरान विधायक ने सल्ट विधानसभा क्षेत्र में हुये अनेको विकास कार्यों की जानकारी दी।
