उत्तराखंड देश का एक ऐसा पहाड़ी राज्य है जो चीन और नेपाल जैसे देशों की सीमाओं से घिरा हुआ है प्रदेश का 75% भाग पहाड़ी है और घने जंगलों से घिरा हुआ है ऐसे में मोबाइल नेटवर्क कम्युनिकेशन प्रदेश में एक बड़ी समस्या है।
प्रदेश के सीमावर्ती जिले पिथौरागढ़, उत्तरकाशी और देहरादून जिले के चकराता त्यूणी क्षेत्रों में कम्युनिकेशन के लिए DSPT सेवाएं लगाई गई थी। उत्तराखंड में कुल एक हजार से ज्यादा DSPT सेवाएं अचानक से बंद हो गई हैं। जून 2019 मैं अचानक से सेवा बंद होने से अब सीमावर्ती क्षेत्रों में कम्युनिकेशन होना मुश्किल हो गया है। आपको बता दें कि पूरे देश में करीब 10,000 से ज्यादा DSPT सेवाएं बंद कर दी गई हैं। सैटेलाइट लाइसेंस की अवधि समाप्त होने के चलते पूरे देश में DSPT सेवाएं बंद हो गई हैं।
उत्तराखंड में उत्तरकाशी और पिथौरागढ़ जनपद में आईटीबीपी और एसएसबी को सबसे ज्यादा DSPT सेवाएं दी गई थी। क्योंकि इन क्षेत्रों में चीन और नेपाल की सीमा से सटे हुए गांव हैं जहां मोबाइल कम्युनिकेशन उपलब्ध नहीं है। स्थानीय लोग 4 से 5 रुपये प्रति मिनट की दर से इन सेवाओं के जरिए अपने संबंधियों और दोस्तों से देश में कहीं भी बात कर सकते थे । पैरा मिलिट्री फोर्सेज के जवान 1 रुपए प्रति मिनट की दर से इस सेवा के जरिए अपने घरों में बात किया करते थे ।
DSPT सेवाओं के बंद होने को लेकर उत्तराखंड के कैबिनेट मंत्री और सरकार के प्रवक्ता मदन कौशिक से जब पूछा गया तो उनका कहना था कि सरकार इसका विकल्प जरूर निकालेगी और दूरस्थ क्षेत्र जहां के लोग हमारे लिए सीमा के प्रहरियों की तरह हैं उनके हित में कार्य किया जाएगा। सरकार इस सेवा के बंद होने को लेकर ज्यादा गंभीर नजर नहीं आती है अगर ऐसा ही रहा तो सीमावर्ती क्षेत्रों में लोगों का अपने परिजनों से बात करना भी मुश्किल हो जाएगा।
