2017 के बाद 2022 में भी उत्तराखंड के पर्वतीय जिलों में महिलाओं ने लोकतंत्र को मजबूत बनाने के लिए पुरुषों से कहीं ज्यादा योगदान दिया। एसडीसी फाउंडेशन ने उत्तराखंड के 2022 विधानसभा चुनावों को सिटीजन इंगेजमेंट, वोटर अवेयरनेस, पलायन, महिला सशक्तिकरण और डेमोग्राफिक चेंज के आइने से समझने का प्रयास किया है। इसी कड़ी मे एसडीसी फाउंडेशन ने हाल मे संपन्न उत्तराखंड के पांचवें विधानसभा चुनाव को लेकर जारी अपनी सातवीं रिपोर्ट “वूमन पार्टिसिपेशन एंड उत्तराखंड 2022 इलेक्शन डेटा” में विभिन्न आंकड़ों के साथ ही महिलाओं की भागीदारी का अध्ययन किया है।

एसडीसी फाउंडेशन के अध्यक्ष अनूप नौटियाल ने कहा की 2017 चुनाव की तर्ज़ पर इस बार भी नौ पर्वतीय जिलों की 34 में से 33 सीटों पर पुरुषों के मुकाबले ज्यादा महिलाओं ने वोट डाले। एक मात्र उत्तरकाशी जिले की पुरोला सीट पर महिला मतदाताओं के मुकाबले 1,260 ज्यादा पुरुष मतदाता वोट देने पहुंचे। पर्वतीय जिलों की प्रत्येक सीट पर औसतन 29,169 महिलाओं ने और 25,284 पुरुषों ने अपने मताधिकार का प्रयोग किया। इस तरह पर्वतीय जिलों की प्रत्येक विधान सभा मे पुरुष और महिला मतदाता के औसत कुल 54,453 वोट पड़े।

एसडीसी फाउंडेशन का विश्लेषण बताता है कि महिला और पुरुष मतदाताओं की संख्या में सबसे बड़ा अंतर घनसाली में रहा। यहां पुरुषों के मुकाबले 9,541 ज्यादा महिलाओं ने मतदान किया। इसी तरह रुद्रप्रयाग में पुरुषों के मुकाबले 9,381 ज्यादा महिलाओं ने और बागेश्वर में 7,943 ज्यादा महिलाओं ने मतदान किया। एसडीसी फाउंडेशन की रिपोर्ट के अनुसार 2022 चुनाव में 34 पर्वतीय सीटों पर 16,23,951 पुरुष मतदाताओं में से केवल 8,59,642 ने यानी सिर्फ 52.94 प्रतिशत ने मतदान किया। इसकी तुलना मे 15,60,869 महिला मतदाताओं मे से 9,91,748 यानि 63.54% ने मतदान किया। इस तरह 34 पर्वतीय विधानसभा सीट पर कुल 132,106 ज्यादा महिला मतदान हुआ ।

अनूप नौटियाल के अनुसार 2022 में भी स्थिति कमोबेश 2017 जैसी ही रही है। पिछले चुनाव की तरह इस बार भी 34 में से 33 पर्वतीय सीटों पर पुरुषों के मुकाबले ज्यादा महिलाओं ने वोट डाले। एक मात्र उत्तरकाशी जिले की पुरोला सीट पर ही फिर महिला मतदाताओं के मुकाबले ज्यादा पुरुष मतदाता वोट देने पहुंचे। रिपोर्ट के अनुसार इस बार पर्वतीय जिलों की सीटों पर 2017 के मुकाबले महिला और पुरुष मतदाताओं का अंतर कुछ कम हुआ है। इस बार यह अंतर प्रत्येक सीट पर औसतन 3,885 रहा; जबकि 2017 में 5,116 वोट का अंतर था।

अनूप नौटियाल ने कहा की ऐसा सम्भवता कोविड के दौरान रिवर्स माइग्रेशन के कारण हुआ हो। उनका अनुमान है कि कोविड लॉकडाउन के दौरान वापस लौटे कुछ लोग गांवों में ही रुक गये होंगे। हालांकि, ऐसा कोई पुख्ता आंकड़ा फिलहाल उपलब्ध नहीं है। उन्होंने इस मामले में जमीनी अध्ययन करने की जरूरत बताई है। अनूप नौटियाल के अनुसार चार मैदानी जिलों की 36 में से 5 सीटों पर भी पुरुषों के मुकाबले ज्यादा महिलाओं ने मतदान किया है। इनमें कालढूंगी, नानकमत्ता, खटीमा, डोईवाला और ऋषिकेश विधानसभा क्षेत्र शामिल हैं। प्रदेश की 70 सीटों मे 38 पर महिलाओं ने पुरुषों से ज्यादा मतदान किया है।
